Standardization Committee
Photocatalysis Industry Association of Japan

Before members (hereinafter referred to as “members”) belonging to the Photocatalysis Industry Association of Japan market photocatalyst products (hereinafter referred to as ” products”) that claim to have self-cleaning functions for use outdoors, members should conduct JIS tests at designated testing institutions, and confirm that the products meet standards for determining their performance.

Also, members should obtain data regarding the durability of the effects and the safety of the products, and maintain conditions in which the data can be disclosed.

1) Test Methods for Evaluating Self-cleaning Functions

When obtaining data about the self-cleaning functions, members should implement the following test methods.

In addition, testing institutions should not change test contents even if both parties agree to do so.

JIS R 1703-1Fine Ceramics – Test Method for Evaluating Self-cleaning Performance of Photocatalyst Materials –
Part 1: Measurement of Water Contact Angle
JIS R 1703-2Fine Ceramics – Test Method for Evaluating Self-cleaning Performance of Photocatalyst Materials –
Part 2: Wet Decomposition Performance

2) Performance Evaluation Testing Institutions

Institutions that can conduct JIS tests are those that have passed NITE Proficiency Testing and are registered with JNLA.

However, testing institutions that the Standardization Committee, Photocatalysis Industry Association of Japan, has endorsed can conduct JIS evaluation tests.

3) Standards for Determining Performance

When members market their products, the products should meet one of the following initial performance requirements.

Members should obtain data regarding the products’ durability of effects (through acceleration and exposure tests), and maintain conditions in which the data can be disclosed to customers and interested parties. JIS tests should be conducted to test acceleration tests carried out by members, and the products need to meet the standards for determining performance.

However, it is not obligatory that members carry out JIS tests after conducting exposure tests.

5) Safety

In order to obtain product certification, the members should evaluate their products’ safety based on safety tests using the products, compositional materials’ MSDS and other items, and confirm that the products meet the following safety standards.

⚫Mandatory Test Items
1) Peroral Acute Toxicity:LD50 ≥ 2,000mg/kg
2) Primary Skin Irritation Test:No Irritation or mild irritation
3) Mutation Test:Negative mutagenicity

Also, additional confirmation of the following item is needed for products that may normally be used in a state in which they have long-term, direct skin contact.

4) Skin Sensitization Test:Negative

Supplementary Note:

Photocatalyst products described in these standards for determining performance are end products to which photocatalyst is applied and processed.

Labeling methods for photocatalyst products and their contents depend on items stipulated by the standards operation committee.

However, testing institutions that the Standardization Committee, Photocatalysis Industry Association of Japan, has endorsed can conduct JIS evaluation tests.

3) Standards for Determining Performance

In order to obtain product certification, products should meet the following initial performance requirements for two types of bacteria which are stipulated by JIS.

(Photocatalyst Antibacterial Finishing Products: Film Contact Method)RL ≥ 2.0 (UV Luminous Intensity: Required Value) * ◿R ≥ 0.3 (UV Luminous Intensity: Required Value)*
(Photocatalyst Antibacterial Finishing Fiber Products: Glass Contact Method)SL ≥ 2.0 (UV Luminous Intensity: Required Value) * ◿S ≥ 0.3 (UV Luminous Intensity: Required Value)*

* “UV Luminous Intensity: Required Value” is the intensity of ultraviolet rays at locations where applicable products are supposed to be used or applicable products claim to produce photocatalystic antibacterial effects.

4) Durability of Effects

Members should obtain data regarding the products’ durability of effects, and maintain conditions in which the data can be disclosed to customers and interested parties. The members should conduct JIS evaluation tests after carrying out tests (acceleration and exposure tests) in which the durability of effects, such as the endurance that applicable products claim to have, are evaluated, and confirm that the products meet “3) Standards for Determining Performance.”
